Safe work practices when lifting with excavators

Understand the dangers of lifting with excavators and how to control them.

WHAT YOU NEED TO KNOW

  • Some excavators may be used for certain types of lifting operations at construction sites, but you need to know excavator lifting hazards and safety controls to ensure a safe lift.
  • Incidents can be caused by a range of construction hazards, including overloading, poor ground conditions, improper rigging, and insufficient operator training.
  • Keeping workers safe requires proper lift planning, clear communication, and effective hazard controls throughout the excavator lifting operation.

Excavators are one of the most common and versatile pieces of equipment on construction projects. Employers use them for many different tasks and equip them with attachments that are specific to applications and work needs. Besides using a bucket for digging, some of the other attachments for an excavator include a hammer/breaker for breaking concrete, a grapple and thumb for material handling, sheers, augers, and packers.

Operators who use this equipment to move suspended loads must carry out their tasks with the same level of professionalism as the competent operators who use it for its intended purpose. They must plan, understand the hazards and manufacturer’s guidelines, and follow the best practices in this guideline. While excavators are not designed to meet crane standards, many of the established safe work practices and requirements for rigging apply when lifting a suspended load with an excavator:

  • Employers must ensure operators who use equipment, other than a crane, to hoist material follow the applicable safety requirements of sections 93–115, 150(2) and (3), 156, 172, 176, and 179 of the Regulation for Construction Projects (O. Reg. 213/91).
  • If workplace parties use cables or rigging equipment to lift with an excavator or any other machinery or equipment, the employer should ensure they are used in compliance with the requirements of sections 168 to 176 of the Regulation for Construction Projects.

Employers are responsible under the Occupational Health and Safety Act (OHSA) for taking every reasonable precaution in the circumstances to protect the health and safety of workers on a construction project. Section 25(1)(d) adds that an employer must make sure all equipment, materials, and protective devices they provide on a project are used as intended. This requirement reduces the risk of harm to the operator, other workers, and the public.

Standards for operator competency

Before using excavation equipment to carry out a lift, employers should always consult the operator’s manual for guidance on whether that equipment is designed to perform lifting operations. If the equipment has an overload warning device, ensure it is engaged and functioning prior to use. Excavation equipment used for hoisting must have hose burst protection valves (a.k.a. check valves) to prevent rapid, unintended movements if a failure occurs in the hydraulic system.

If the operator’s manual does not specifically state that lifting is permitted, the employer must consider an alternative lift plan.

Examples of training or qualifications that may help employers demonstrate operator competency include, but are not limited to:

  • A Certificate of Qualification in the Red Seal trade of Heavy Equipment Operator (Excavator) (636B)
  • A Certificate of Qualification in the Red Seal trade of Heavy Equipment Operator (Tractor Loader Backhoe) (636A)
  • A certificate proving successful completion of the Ontario Mobile Crane Operator (0–8 ton)
  • IHSA’s Hoisting and Rigging – Basic Safety Training course

Operators who are trained in these trades and modular training programs reassure employers that they have the knowledge, skills, and ability to recognize and reduce potential risks. They should know how to use proper rigging techniques and equipment, maintain safe limits of approach to overhead powerlines, and calculate load weight when the information is not available. Operators should familiarize themselves with the operator’s manual for the equipment they are using. Employers must keep copies of manufacturer-issued operating manuals available at the jobsite for any equipment that is rated at greater than 10 horsepower.

Use the right equipment for the task

If there is any doubt about whether specific excavation equipment is appropriate for a particular lifting operation, employers should seek out the equipment and personnel that are best suited to perform the lift in a safe and efficient manner. It is the employer’s responsibility to ensure that the equipment selected for a lifting operation is appropriate for the task and used in accordance with the manufacturer’s specifications.

Where excavators are used to lift suspended loads, employers must ensure proper lift planning and compliance with applicable hoisting and rigging requirements under the Regulation for Construction Projects. Excavation equipment is not the best choice for lifting simply because it is less expensive or more convenient than other equipment.

Excavators are mainly designed for excavating, which means they introduce more risks when lifting suspended loads. These risks include the potential for fast articulation and slewing movements, the lack of operator aids (e.g., overload protection devices), and the increased risk of harm to the operator and other workers who are not properly trained and qualified in hoisting and rigging.

Excavators used to lift loads are not considered cranes under O. Reg. 213/91. However, when excavation equipment is used to hoist a suspended load, employers must ensure that the applicable hoisting and rigging requirements of the regulation are followed.

OVERLOADING AND OVERTURNING

The excavator’s capacity and the factors that could reduce its capacity are unknown.

The excavator overturns due to the rotation of the turn table and its reduced capacity.

A pendulum effect influences the load during movement, which allows the load to move further away from the excavator. This effect causes instability and makes it possible to exceed the Working Load Limit (WLL) of the load chart.

The additional weight of attachments and extensions reduces the WLL.

There are soft or uneven ground conditions around the excavator.

The excavator is located near a suspended slab or underground structures and voids.

The excavator, including hydraulic and other critical components, is damaged by overloading.

RIGGING

The capacity of the rigging components is unknown.

Components were incorrectly installed or are incompatible with the excavator, resulting in sharp edges and extreme angles on the rigging capacity and configuration.

The rigging is damaged during the work process by the acts of welding, torching, and stretching or by the impact of chemicals and environmental factors.

The rigging uses the wrong connection points on the excavator (i.e., the straps are over the bucket tooth).
