IHSA029 - Best Practices for Building and Working Safely on Ice Covers in Ontario

In Ontario, ice roads are constructed to provide temporary access to communities, worksites, and recreational areas. However, working, travelling, and parking on the frozen surface of ponds, lakes, and rivers can be a hazardous activity.

This Best Practice covers the basic steps for planning, design, construction, operation, and closure of an over-ice project, while ensuring that worker safety is protected. Potential hazards need to be recognized and assessed, and steps need to be taken to control or eliminate them.

Although this Best Practice has been developed to assist employers and constructors protect the health and safety of workers, it may also be helpful to recreational users who are considering travelling over ice covers or participating in activities such as ice fishing. 43 pages. Jan 2014.
